Patrol toolkit stuck on screen on records check??

Anyone else having issues getting the .zip file for the new version to open? It acts like it is corrupt. I have downloaded on both my phone and my computer and they have the same issue. Never had this problem in the past.. EDIT: For whatever reason, It opens fine in WinRar. Some things with PCs are beyond me. Sorry for the trouble.
