    There should be a "Extras" folder, you want to go to the MotionBlur one and there should be a TimeCycle file that you need to replace.

    Do you have any EMS Call mods installed? LSPDFR is Los Santos Police Department First Response. So unless you have any mods for EMS/Paramedic Callouts. You won't get EMS Calls.
